Cipher Colchis Data Center | Tom Green County, TX

Data Center Dynamics reported on 3 November 2025 that Cipher had formed a joint entity to develop a 1 GW West Texas site named Colchis. Cipher was expected to provide most of the financing and about 95 percent equity ownership assuming standard lease and development terms in a future HPC lease. DCD said the 620-acre site includes a fully executed 1 GW direct-connect agreement with American Electric Power, which will construct the necessary dual interconnection facility for a targeted energization in 2028. CEO Tyler Page called Colchis Cipher’s most significant pipeline addition to date alongside two HPC transactions that quarter. Cipher Digital’s infrastructure page lists Colchis at 1,000 MW with an estimated 2028–29 energization, in the same pipeline stack as Mikeska and McLennan. Cipher’s Form 10-K for 2025 describes purchasing a majority interest in a joint venture to develop the 1 GW Colchis HPC site, a fully executed AEP direct interconnection for a dual facility targeting 2028, and options to buy about 620 acres adjacent to an existing substation.
