Overview
Berry Riddell republished John Leos’s Azcentral report that a $25 billion data-center project west of Phoenix won a key Maricopa County approval. On December 10, the Board of Supervisors unanimously agreed to allow industrial use on 2,000 unincorporated acres near Tonopah. Supervisor Thomas Galvin recused himself because his law firm, Rose Law Group, was presenting a separate agenda item. The land-use change is described as the latest approval for a data-center corridor expected to accommodate 1 gigawatt. Arizona Land Consulting, led by Anita Verma-Lallian, and venture capitalist Chamath Palihapitiya, a former Facebook executive and CEO of Social Capital, are developing the project; they acquired the land in a $51 million deal earlier in the year.
The site, known as Hassayampa Ranch, sits in a sparsely populated unincorporated stretch of far western Maricopa County, just outside Buckeye, west of the White Tank Mountains on undeveloped desert near the confluence of Jackrabbit Wash and the Hassayampa River. The 2,000-acre property had been approved in 2008 for a master-planned community of more than 5,700 homes that was never built. Two adjacent landowners opposed the industrial change at the Supervisors’ meeting, and two petitions carried the signatures of 100 Tonopah and Buckeye residents. Their concerns were air and noise, property values, and water and energy use in communities that depend on groundwater. Buckeye city staff and the White Tank Mountains Conservancy initially opposed the change over a wildlife corridor along Jackrabbit Wash and the Hassayampa River; Buckeye withdrew after Arizona Land Consulting agreed to work with the city, the Arizona Game and Fish Department, and the conservancy on wildlife movement.
With residential-to-industrial approval in hand, the property moves into rezoning and site planning. Wendy Riddell, an attorney representing Arizona Land Consulting, told the Board the firm hoped to file zoning applications within 30 to 60 days and was committed to working with neighbors through rezoning. Supervisor Debbie Lesko, who represents the area in District 4, said industrial and rural residential can coexist. The campus would join other West Valley plans west of the White Tanks, including Teravalis in Buckeye and the 25,000-acre Belmont project backed by Bill Gates, 5,000 acres of which were approved for heavy industrial use last year. Goodyear already hosts Stream’s operating Stream Phoenix campus; Huntley Page is a separate 500-acre sale on the Arizona–Utah line.
The public map lists one planned map record. Reported campus capacity is 1,500 MW.
