Overview

Gouldsboro is a planned data-center campus spanning Clifton and Covington townships in Lackawanna County, Pennsylvania. Data Center Dynamics, citing the Times-Tribune and Fox56, reported 1778 Rich Pike LLC aiming to develop a 1.5 GW, 1,000-acre campus on either side of Interstate 380 just north of Clifton Beach Road, known as the Gouldsboro Data Center in some documents. Plans described a potential 35-building campus, each hall about 125,000 square feet per floor and up to three floors, totaling between 4.4 million and 9.4 million square feet over about a decade, plus a gas plant and at least one on-site substation. Attorney Tony Maras, representing the developer, put the investment at an estimated $14.25 billion-plus. Quantm Group, LLC is listed as a development partner. Both townships were looking to amend zoning for data centers, and 1778 Rich Pike challenged Clifton’s proposed ordinances that could limit building heights and require extra permitting. Covington supervisors scheduled a zoning hearing on a data-center amendment for July 24, and Clifton’s zoning hearing board was set to hear the substantive challenge on July 29.
