Amazon Data Services’ Carter’s Store Tech Campus is a planned hyperscale park on Flippo Drive east of Interstate 95 in Spotsylvania County, Virginia, south of Fredericksburg. Data Center Dynamics reported June 2023 filings for four campuses totaling more than 10 million square feet in Spotsylvania and Caroline Counties, with about $1 billion invested in each project through about 2035: Summit Crossing, Carter’s Store, Cosner, and Orrock, the last mostly in Caroline. DCD said Carter’s Store rezones 314 acres at 8432 Flippo Drive from Rural to Industrial-1 for about 2.6 million square feet of data-center space and a substation on undeveloped woodland. A later DCD Cosner Phase II story listed Carter’s Store among the three other Spotsylvania filings with no public updates at that time. Baxtel records rezoning approval in October 2023, 313 acres, Phase 1 up to 900,000 square feet, and construction expected from July 2027. The Free Lance-Star’s regional inventory puts Carters Store at up to 2.6 million square feet on 313 acres along Flippo Drive, surrounded by rural forested land, with Rappahannock Electric Cooperative as the grid. Spotsylvania’s other mapped campus in this directory is PowerHouse 95 at Cosner’s Corner. The public map lists three planned 70 MW map records totaling 210 MW. DCD’s original four-campus filing is the public origin for Carter’s Store as a Flippo Drive rezoning distinct from Cosner on Massaponax Church Road and from Mattameade / Orrock on the Caroline line. The Free Lance-Star inventory keeps the 313-acre, 2.6-million-square-foot envelope and the east-of-I-95 siting next to the proposed Summit Crossing Tech Campus.
