Overview

Amazon Web Services withdrew plans for a third Louisa County data-center campus on 23 July 2025 after community meetings over light, air, noise, and traffic. Data Center Dynamics reported a letter to county leaders saying AWS would reevaluate the project on land north of the Northeast Creek Reservoir between Davis Highway and Jefferson Highway, near Kennon Road and School Bus Road. Virginia Business said attorney Charles W. Payne, for Amazon, withdrew the conditional-use permit and zoning applications for a 7.2 million-square-foot campus on 1,370 acres in the Mineral area. The campus had been in work since a May 2025 conditional-use filing in the Technology Overlay District, with up to seven substations and buildings at least 850 feet from the nearest residence. AWS already had two Louisa campuses in the overlay: Lake Anna Tech Campus east of Haley Drive and Kentucky Springs Road, filed September 2023 on about 153 acres with up to seven halls totaling 1.7 million square feet, and a November 2024 filing of about 374 acres of ten 382,000-square-foot halls on the other side of Jefferson Highway. Amazon’s 2023 Louisa package promised $11 billion by 2040 for those two parks. Supervisor Duane Adams said the withdrawal showed citizen involvement can slow a filing. County spokesperson Cindy King said newer overlay rules require a conditional-use permit and public input, unlike the earlier by-right halls. EdgeCore Shannon Hill is Louisa County’s other mapped campus, EdgeCore’s Shannon Hill Regional Business Park, not this canceled Amazon third campus.
