Overview

Amazon Data Services’ Mattameade Tech Campus straddles Caroline and Spotsylvania Counties, Virginia, southeast of Interstate 95 and Mudd Tavern Road at Thornburg. Data Center Dynamics reported a February 2025 Army Corps application for 11 two-story data-center buildings and one office on a 13-parcel, 1,143-acre tract, with a letter seeking a minimum of 770 MW by 2027; the project began as Orrock Tech Campus in 2023, when Amazon rezoned 158 Spotsylvania acres off Orrock Road to join 920 acres already in work in Caroline. Virginia Business placed the same 770 MW, 11-building plan in Amazon’s $35 billion-by-2040 Virginia commitment. The Norfolk District public notice NAO-2024-01108 names applicant Robb Truedinger of Amazon Data Services, puts the work on the Matta River drainage, and lists three substation pads, a water-treatment plant, and wetland and stream impacts. Fredericksburg Free Press reported November 2024 joint resolutions so the 11 halls, almost all on the Caroline side in Woodford on Orrock Lane and Stonewall Jackson Road, can take Spotsylvania water under performance agreements that Spotsylvania said could yield $371.1 million over 40 years. The public map lists three planned 70 MW map records totaling 210 MW. The Corps notice is the federal origin for the Mattameade name, the 1,143-acre 13-parcel footprint, and the three substation pads. Fredericksburg Free Press is the local origin for Spotsylvania’s wastewater agreement to serve the 11 Caroline-side halls and for the December 2023 / January 2024 performance agreements with Amazon Data Services.
