Data Center Dynamics reported on 8 June 2026 that more detail had emerged on Cipher Digital’s planned campus outside Waco, Texas, near Riesel in McLennan County. DCD said Cipher told KXXV it had acquired a large area of land near the Sandy Creek Power Plant and was still finalizing building plans depending on the end user. Precinct 2 Commissioner D.L. Wilson said Cipher had approached him about a proposed data center near Riesel. DCD said Cipher had previously mentioned a 500 MW McLennan development, and that the company’s then-latest investor presentation said land is secured with energization around 2028. Sandy Creek is a coal plant that entered operation in 2012–2013 and DCD said it was due to be offline until 2027 after a failure. Cipher’s 4 August 2026 business update lists McLennan at 500 MW gross, 2028 target, deposits funded, land secured, and Batch Zero studies submitted. Cipher’s infrastructure page repeats McLennan at 500 MW, 2028–29 estimated. DCD tied the Riesel land to Sandy Creek, a coal plant that entered service in 2012–2013 and was then expected offline until 2027.
