Overview

The U.S. Army announced that it had conditionally selected CyrusOne, a KKR and BlackRock portfolio company, to enter exclusive negotiations for a commercial hyperscale data center on about 1,201 acres at Dugway Proving Ground in Utah under the Army’s Enhanced Use Lease program. Carlyle was selected on a parallel track for Fort Bliss in Texas. The Army said the companies would finance, build, operate, maintain, and decommission the centers on underutilized non-excess Army land at no upfront cost to taxpayers, with the U.S. Army Corps of Engineers handling lease talks and environmental review. Initial operating capability at Dugway is projected for fiscal year 2029, after Fort Bliss in fiscal year 2027. CyrusOne CEO Eric Schwartz said the Dugway selection is a long-term commercially driven development supporting Army modernization. Bisnow reported CyrusOne’s Dugway project as a 1 GW campus about 75 miles southwest of Salt Lake City, with each Army site estimated around $2 billion and 50-year leases, the Army entitled to a percentage of capacity rather than a direct capital outlay. Data Center Dynamics covered the Army tapping Carlyle and CyrusOne to develop data centers on military land including Dugway.
