Overview

Project Cardinal is Pioneer Development and Matt McCarron’s planned data-center campus in Yorkville, Kendall County, Illinois. The United City of Yorkville hosts case files for the annexation agreement, rezoning, and planned-unit development. Shaw Local reported a June 2026 settlement with resident John Bryan that re-phased the roughly 1,037-acre campus: 14 two-story warehouses over 10 to 20 years, built northeast, then southeast, then west, with each phase required to be substantially complete before the next starts. City Council approved an ordinance on the settlement on June 23 with no payment from the city to Bryan.

Shaw Local also covered the July 14, 2026 City Council vote on the PUD amendment that locked in that clockwise construction order. Aldermen Rusty Corneils and Arden “Joe” Plocher voted no; Alderman Craig Soling voted present. On June 23 the council also extended the annexation-agreement deadline to acquire remaining titles from July 1 to December 31, 2027. If closings miss that date, the annexation agreement, PUD, utility agreement, and a $51 million up-front payment development agreement become null and void. The annexation piece covers 305 acres northwest of Illinois Route 47 and Galena Road, south of Baseline Road, and east of Ashe Road. Yorkville has also approved a 228-acre CyrusOne campus and a 540-acre Project Steel campus in the same Eldamain corridor.

Grundy County’s Tract Morris park and Will County’s PowerHouse Joliet campus sit in the same Greater Chicago planned set.
