Overview
Twiggs County approved a rezoning for Pine Ridge Technology Center, a hyperscale AI data center on rural timberland in Middle Georgia. Georgia Public Broadcasting reported on September 19, 2025 that leaders rezoned about 300 acres near the Ocmulgee River after a unanimous commission vote that Chair Ken Fowler said was for the entire county. Eagle Rock Partners is pursuing the project. GPB said that when complete sometime after 2028, the campus is expected to draw as much electricity as the cities of Macon and Augusta combined. Developer Ken Loeber told residents that twin 230-kilovolt lines run through the site, close enough to highways for the local EMC to add a substation, and that the local utility cannot get power to the site until 2028 at the earliest. There is no lessee. GPB described a financially struggling rural county, opposition over water use, the timeline for Georgia Power’s coal-fired Plant Scherer, and the Middle Georgia black bear population, and a closed-loop cooling promise that critics said still leaves generation water at Scherer. GPB described a 900 MW data center in Twiggs County.
Neighbors include the canceled Bolingbroke Technology Campus in Monroe County and Project Arrowhead in Irwin County. Project Camellia is OpenAI’s planned campus in Effingham County.
The public map lists one planned map record. Campus capacity is 900 MW.
