Overview

Amazon’s Lewis & Clark Drive halls sit in the Port of Morrow industrial belt at Boardman, Morrow County, Oregon, the company’s original US West (Oregon) cloud-region campus. The Oregonian, covering a later 1,300-acre Threemile purchase, said Amazon already had several Morrow County data centers operating or under construction across about 800 acres and opened the county’s first hyperscale hall in 2011 after buying 80 acres at the port in 2008. Data Center Dynamics reported AWS has operated in Morrow County since around 2011, expanded in Hermiston in neighboring Umatilla County from around 2017, and runs the Oregon region from those facilities. A 2022 DCD report said AWS was adding four single-story 215,461-square-foot halls on a 127-acre tract west of Bombing Range Road, one mile south of Highway 730 and Interstate 84, after a March zoning approval and Columbia River Enterprise Zone tax-break filings. East Oregonian later quoted Morrow County officials saying Amazon pays more than $19 million in property tax even with three of five halls still in tax-exempt status, close to half the county’s taxable value. The public map lists three operating 75 MW map records totaling 225 MW on Lewis & Clark Drive, separate from the planned AWS Threemile exascale pin farther west on former dairy ground. The Oregonian’s Threemile story is the public origin for Amazon’s existing Boardman halls as the baseline the exascale tract would exceed, with Pacific Power transmission approved but not yet built for that later site and the Port of Morrow already serving the operating campuses. DCD’s 2011-origin note is the operator timeline for Lewis & Clark Drive as part of the US West Oregon region, not the 1,000 MW Threemile pin.
