Overview

PORTS Technology Campus is SoftBank Group and SB Energy’s planned campus on private land and remediated U.S. Department of Energy land at the former Portsmouth Gaseous Diffusion Plant in Pike County, Ohio. The PORTS-Pike site says the first 800 MW phase starts construction in 2026, with capacity coming online beginning in 2028, and that SB Energy signed a 20-year lease with OpenAI while NVIDIA provides credit support and exclusive AI compute infrastructure. The campus page lists 10 GW of data-center capacity including 9.2 GW of natural-gas generation under the U.S.-Japan Strategic Trade and Investment Agreement, $33 billion of gas-generation investment, $4.2 billion through AEP Ohio for 765 kV transmission, 35,000 construction jobs, 2,500 operating jobs, and an $80 million community fund with OpenAI. DOE announced the partnership on March 20, 2026, with Commerce, SoftBank, and AEP Ohio, saying SB Energy would build 10 GW of generation including 9.2 GW of gas for a 10 GW data-center development at the Portsmouth Site at no cost to ratepayers. OpenAI said on August 17, 2026, it secured about 8 gigawatts-IT, would add $40 million on top of SB Energy’s $40 million community commitment, and would provide $84 million in Codex credits to Ohio college students. The first 800 megawatts are expected in 2028 largely on existing AEP infrastructure. NVIDIA is investing $1.5 billion in SB Energy and providing credit support for the initial 4.25 IT-GW. The Federal Permitting Improvement Steering Council listed the campus under FAST-41 on June 16, 2026, with the U.S. Army Corps of Engineers as lead federal agency.
