Overview

Panattoni describes Project Cannoli as a proposed data-center campus in Van Buren Township, Michigan, developed under existing zoning for a Fortune 50 company with global data-center operations, and says it is not a cryptocurrency mining operation. The developer says the project is expected to generate about 1,500 construction jobs, that nearly half the site will remain open space including wetlands and wildlife corridors, that water will be supplied by the Great Lakes Water Authority with no groundwater use and no discharge into Belleville Lake, and that backup generators would meet Tier 4 emissions standards. Panattoni says power will be delivered through transmission-level infrastructure planned for large-load users and that required power-infrastructure improvements must be funded by the project under state law. Van Buren Township’s data-center FAQ places the campus near I-94 and Haggerty Road and publishes a DTE letter of support dated December 23, 2025, stating the project will pay for grid connection and infrastructure costs and will not raise residential electric rates. The township FAQ says Project Cannoli was always represented as a 1 GW project and quotes DTE testimony that maximum load at the facility is 1,000 MW, planned to begin materializing in December 2027 and reach max load by December 2028. Google and Panattoni told the township that 2.7 GW of new resources cited in news coverage is generation Google is bringing to the grid, more than site capacity, including solar that does not produce energy around the clock.
