Overview

Project Ruby is Habitat Real Estate Partners’ planned $5.18 billion hyperscale campus on 865 acres in northeast Muscogee County, Georgia, in the Upatoi area of Columbus. Choose Columbus, the marketing arm of the Development Authority of Columbus, announced the project in February 2026 as a private site for an undisclosed hyperscale tenant, with land, buildings, and equipment between 2027 and 2030, 195 jobs paying $80,000 to $120,000, and about $68.7 million a year in property tax by 2030 before depreciation. Data Center Dynamics put full build-out at 600 MW. The Ledger-Enquirer reported that Habitat asked Flint Energies for a method-of-service study covering 200 MW in 2029 and 600 MW by 2034, more than Columbus’s 550 MW of residential and commercial load; Flint’s Jake Hopkins said transmission could handle the request. Choose Columbus released an April 2026 map placing four buildings on about 15 percent of the tract next to high-voltage lines and a substation. Columbus Council approved a technology overlay on June 16, 2026, by a 6–2 vote, the step that lets the developer file a Developments of Regional Impact application and a later rezoning. The Development Authority is not offering tax incentives; Choose Columbus said the tenant would pay 100 percent of its taxes.
