Overview

OpenAI, Oracle, and SoftBank announced on September 23, 2025, five new U.S. Stargate AI data-center sites, including a campus in Doña Ana County, New Mexico. OpenAI said the three new Oracle-developed sites in Shackelford County, Texas; Doña Ana County; and a then-unannounced Midwest site, plus a potential 600 MW expansion near Abilene, can deliver over 5.5 GW, and that the five new sites were chosen after reviewing more than 300 proposals from more than 30 states. Combined with Abilene and CoreWeave projects, OpenAI said Stargate reached nearly 7 GW of planned capacity and over $400 billion in investment over three years. Oracle and BorderPlex Digital Assets announced on April 27, 2026, that Project Jupiter, the AI data-center campus in Doña Ana County, will be fully powered by Bloom Energy fuel cells with up to 2.45 GW of installed capacity, replacing previously planned gas turbines and diesel generators and consolidating the facility into one microgrid campus. Oracle said the Bloom design would reduce NOx emissions by about 92 percent versus the prior turbines, that Oracle will bear all energy costs so the project does not affect residents’ electricity rates, and that the campus uses closed-loop, non-evaporative cooling. Oracle committed $50 million to local water systems, $360 million in direct support for schools, infrastructure, and local services, and $6.9 million for workforce and community programs, and expects 4,000 construction jobs and 1,500 ongoing positions.
