Overview

Cloverleaf Infrastructure is proposing Project Red Clay on farmland in Lowndes County, Alabama, near the junction of U.S. Highway 80 and Alabama Highway 21 at Burkville, roughly six miles southwest of Montgomery. The project’s own site places the campus about six miles southwest of the city, names a closed-loop cooling system, and says Cloverleaf will pay for power and transmission upgrades so existing ratepayers are not hit with higher bills. Cloverleaf describes itself as an industrial real-estate developer that prepares land, secures local approvals and power, and then looks for a data-center company to build and operate the facility. Protect Lowndes County, which opposes the project, reports that the end user has not been named and that the entity filing paper is Sandstone Cliffs DevCo LLC, a Delaware company formed April 23, 2025, and registered in Alabama since May 8, 2025, at the same Houston office suite Cloverleaf lists as headquarters.

Cloverleaf describes more than $1 billion in taxable investment, more than 1,000 construction jobs over a three-plus-year build, and at least 50 full-time positions once the campus is running. Protect Lowndes County notes that other public statements have put permanent jobs at 50 to 100, 50 to 200, or 200 to 300, while the construction figure of more than 1,000 jobs over three or more years is the consistent number. The developer’s site says the closed-loop system needs a one-time fill designed by licensed Alabama engineers and would use about as much water day-to-day as an office building. Protect Lowndes County attributes a Cloverleaf figure of up to 100,000 gallons per day from the Pintlala Water System.

Protect Lowndes County reports that the project has requested roughly 1,500 megawatts. A construction stormwater permit issued by the Alabama Department of Environmental Management on July 8, 2026 states a total property area of 1,043.91 acres; an August 9, 2026 al.com report, as cited there, describes the project as having grown to 1,050 acres; the public site plan first reported in April 2026 described approximately 800 acres. The same explainer says the plan describes roughly 3.01 million square feet of buildings: four data buildings of 720,000 square feet each, a 100,000-square-foot warehouse, and a 30,000-square-foot office. Cloverleaf, a Houston-based company incorporated in 2024, raised $300 million in July 2024 led by NGP’s Sustainable Infrastructure platform and Sandbrook Capital. The developer describes $10 million for the county over the project lifecycle, routed through the Central Alabama Community Foundation: $1 million upfront and $9 million tied to later milestones. The Lowndes County Economic Development Commission maintains a data-center page for the proposal.
